Dear Thurston County Planning Team,

Please include this comment in the record for Project 2026101582, SUP 26-107217 ZM, SEPA 26-107218 XA, and RUE 26-114952 XI.

I have concerns that the current record does not support approval of the proposed tower or issuance of a Determination of Nonsignificance.

[Mention here how this tower will impact you, for instance if you are a close neighbor, if you take that road to go to the Deschutes park, etc... You can mention health concerns but add that you know that the county can not consider those health concerns because of the FCC.]

First, the applicant is requesting a Reasonable Use Exception because part of the compound is inside the required 50-foot landslide-hazard buffer. The parcel is approximately 532 acres and is already used for timber production and other purposes. I do not see an adequate analysis showing that no other reasonable use of the property exists, or that the tower and compound could not be relocated or redesigned to avoid the buffer.

Second, a wetland approximately 275 feet from the proposed tower is identified as containing wood-duck priority habitat. The wildlife survey was conducted in January. A January survey would mainly capture overwintering birds and would not determine which species use the wetland for breeding or migratory stopover. I am concerned the County does not yet have enough information to fully evaluate seasonal wildlife use and the 1,000-foot WCF siting restriction.

Additional wetland features have also been identified along the proposed utility-trenching route, but their regulatory status and buffers remain unclear.

I am also concerned about the Mazama pocket gopher review, because the biological assessment relies partly on a January reconnaissance showing no visible gopher activity, even though the County HCP recognizes that absence of mounds does not prove absence of gopher use and it is known that gopher's activity is dormant in january.

The stormwater and SEPA materials also contain inconsistent impervious-surface figures of approximately 247 square feet versus 2,500 square feet, while the compound is designed for two future collocators in addition to AT&T.

Finally, Attachment 28 – Critical Areas Review Application is listed by the applicant but is not available in the public records I have been able to review. This makes it difficult for the public to meaningfully evaluate the wetland and critical-area issues.

Based on the current record, I respectfully request that Thurston County decline to issue the anticipated DNS and deny the SUP and RUE.

Thank you for considering my comments.
